25 Gallon Aggressive Tank???

I have a 25 gallon tank and I wanted to get an eel and maybe one or two aggressive fish. Is a 25 gallon tank large enough for any of the aggressive fish and an eel??
And if so, how many should I be able to put and be safe??

i agree with carshark, no eels or triggers.
you could have one angler, or one scorpion, or one rockfish
