I understand completely what your saying. Im going through the same process myself.
Generally from what I hear is that you want about 1 inch of full grown fish per 5 gallons of water. So that equates to 9 inches of fish.
I've been looking around for some species of fish that don't get to big and their are a few. I can't remember all their names but just look around on the web, and make sure you look at their max size. If you like angelfish, like me, there are a few kinds of dwarf angelfish that don't get much bigger than 5 to 6 inches.
Hope this helps, and good luck.:D

You've gotta love the clowns, esp. percs and false percs., gobies are good too, and once the tank is est., a scooter blenny is an interesting tank resident, esp. the red ones. Also, look into the cardinalfishes, they are quite intriguing, as are the small flasher and fairy wrasses. Grammas are also cool for smaller tanks. The only thing about angels is that they may pick at corals, and the bigger pygmies like atleast 50gal. but you might could get away with one, I would recommend the cherub angel. remember not too exceed around 6-8 small fish, lest the tank get crowded.
