i see used systems in that neighborhood frequently, that is probably your best bet. you would be hard pressed to have a healthy system going new on that budget.
retail prices on a tank and stand for a 75 of any quality is going to be more than 250, and that is before any filtration, substrate, rock, lights, heaters, test kits, or livestock.

As hard as it may be to do.. man just save your money and while you do, read everything you can, especially on this and other forums. I really wouldn't want to buy something that comes with all of the supplies and all.. ties you down to those supplies and you end up paying more when you decide you want something else.
A lady at ***** the other day was trying to get me to buy her 55gallon saltwater kit.. I was just looking at a 55gallon tank she had and happen to mention I was going saltwater and she was really trying to get me to buy the kit instead.. "listen, I'm just trying to save you some money".. heh
But I know how it is on a budget.. just save and wait, you'll be surprised how what you want will change so fast.

well $250 for a 75 is about impossible, my 75 Oceanic show tank cost $325 + tax for just the tank, and you need stand, skimmer, powerheads, food, additives, test kits, sump, overflow, return pump, heater, LR, lights, sand, and salt I'd just go with a smaller tank or save for a while, I'm almost done setting up my 75 and its gonna cost over $1500 before any fish or corals
