ok i think this is called a frogspawn not sure...but i bought about a month ago and it was on a branch...but it feel off a week later..and has been just floation around in the tank inflating and deflating...getting into corners....its kinda cool...i was wondering if i can glue it back onto the branch ?

Looks like a Frogspawn. If it's a bud and you take care of it then eventually it will begin to form a skeleton and settle down.

It is always good to keep your calcium levels up. But yes you should if you want it to form anysort of hard structure.

Yes, you should have a high supply of calcium (450ppm) to ensure proper formation of the calcium carbonate based skeleton. Also test for alkalinity, which is associated in the calcification process. I've had best growth from my corals with an alkalinity of around 11dKH.
