Do I put the LR and live sand in the tank before I cycle it? (I noticed some LR says not to use during cycle)
I was looking at Bali Cultured LR and Primo Fiji, is one better than the other?
If I have a 12 gal nano cube, how many pounds of LR do I need?
How much live sand do I need?
Has anyone used "Natures Ocean-Bio Active Live Sand"?
Well I guess I had a lot of questions.

You can put the lr and ls before cycling, it'll help cycle your tank, you may have some die off from the cycle though. If your lr is going to have lots of hichickers, then you might not want to.

is it a reef? I'd say at least 12-18lbs (1-1.5x's the number of gallons)

I do not recommend you use that type of live sand, it is a rip off IMO, better off using dry sand and getting some really good sand from a local reefers tank, or refugium.
If it were me I would put the LR and dry sand in, cycle the tank (do water changes as necessary to keep levels from getting to high), then put a few lbs of good quality LS in after the cycle is over.
