It's impossible to be sure of the age of a clownfish by its size.
You can just get a pair and let them grow. It'll take at least a few months for even a mature mated pair to settle in and restart breeding anyways.
This is an interesting question because even though Percula Clownfish never stop growing, they grow so slow that it's impossible to tell age by the size. I have seen a few 25 year old Percula but I have never seen one longer than about 2.5 inches.
It takes Percula 2 or 3 years to mature, more toward the 3 year point for most.

Typically Percula don't reach saleable size until they are 8 - 10 months old. That's one reason why they are more expensive than Ocellaris. Ocellaris reach 3/4" in 4 - 6 months.

You need to know the date they hatched. This is possible with an aquacultured batch.
