i was thinkin id run the white lights and actinics thru the day..and when the sun goes down, turn out the white lights..and leave actinics on for a couple hours longer...would this work?

Yes, you are correct in running the actinics a little longer. My actinics run from 9am thru 8pm and my daylight bulbs run from 10am thru 7pm. An 11 hour light cycle, but 9 hour daylight cycle. It seems to work pretty well.
