A little help please, Small black dots

MY clown has some small black spots appearing on him and now he is lying on the bottom of the tank. All water parameters are normal as far as i can tell. Ammonia = 0, Nitrite=0, nitrate is less than 12. I know that seems a little high, but to my knowledge not detrimental to health. Ph = 8.2. I have a royal gamma with no visible signs and also another clown with these spots appearing at the base of his fins. Can anyone shout a little advise my way? Any help would be greatly appreciated.

If you look in the Diseases thread up top you're going to see pictures of fishies with the same symptoms, do they look like that?
