reef safe means it wont eat and pick at healthy corals. Eating crustasceans and fish dont make it not reef safe. If Most crabs are hungry enough and find something small enough to kill and eat they will. If there are easier meals to be had (frequent feedings) they may say the heck with killing livestock (or not). From what I've read arrow crabs may or may not go after tank mates. Most crabs wether it be arrow, green emerald or sallylightfoot once they get big/mature are alot more likely to go after your livestock.
On the other hand the hermit may have molted and the arrow may have just been munching on that. I've noticed that in my tank (and since I only have one hermit and he's alive and kicking I can be certain).

I used to have one and got rid of it as it killed a number of tankmates. A few hermits, snails and a peppermint shrimp. When it tried going after my clownfish, it went back to the LFS. So they are not truely reef safe IMO.
