I am not totally following what you mean. But to adjust video card settings right click on desktop, goto properties, settings, advanced, then you should be able to set your video card settings....

umm defrag, remove spyware, update drivers... general stuff you should do every once in awhile just for maintance.

lol i could tell you a good way to make it faster but it is expensive.
You could just rebuild your system,
get top of the line anything you need... a bad arse cooling system then over clock that bad boy.
Basically what autopilot said is the best way to keep a computer clean.
Defrag once a month (or more depending on how much you install and remove programs)
Run spyware destroyers and delete all registry keys that are corrupted.
Use mozilla firefox.
and you can always do some very light overclocking to help out. dont go too far since you probably dont know what you are doing and your equipment might not be cut out for it.
My computer has been running always on for almost 2 months now... constantly downloading things and when im home im always browsing the internet.
I have absolutely no problems with spyware and adware, I can run the most up to date spyware and ad ware programs around and nothing will show up.
