it would take years to do this!
a freshwater puffer is for freshwater, it might be able to live in brackish waters?
the chances of survival are minimal IMO...

I would do it gradually within the tank he is in. Set up a dedicated tank for him and slowly raise the SG over the course of several weeks.

I have seen a few fish adapt fine from brackish to salt. But the only fish I have seen go from Fresh to saltwater is black mollys. I strongly suggest NOT doing this to your puffer. Puffers are extremely sensative fish and the last thing you want to be doing is stressing it out. Its body and internal system is not designed for saltwater. Thats just my advice though, maybe you can change them to saltwater but I didnt even bother searching as I am pretty sure you cant.
You can research some on www.thepufferforum.com to find out more.

Well if you are to have any chance of success it needs to be a brackish puffer, which is what you have, so I'd say you should do by increasing by no more than .002 per day, so however long that takes...

I converted my GSP from fresh to full marine in his original tank by slowly raising the sg in his tank by no more that .002 per week to prevent killing the bacteria in my filter while the sw bacteria developed. It took a long time but is the safest way, IMHO.

These fish are used to natural rise and fall of salinity, so gradual would be a good way to do it..Maybe like over the weekend though, not a massive undertaking
