If the tank isn't cycled you can add the rock right to the tank to cure during the cycling process. If your tank is fully cycled and setup for display with fish and inverts, you should cure it. They may note that it's fully cured but during shipment you'll get some die off and that could affect the parameters of your tank. Hope that helps.
Definately needs to recure if it was shipped (it was) and if your tank is cycled. All rock needs recuring once it leaves the water for more than a couple hours.
Scrub it off and pick the noticeable dead things off and stick in in a tupperware 5 gallon container etc. with a powerhead and heater. Change 10% of the water evry day or everyother until there is not sign of ammonia, nitrites or Trates.
