Yes, but if the rock is not very fresh it may start another cycle.

Best bet, get a tupperware container and put the LR in with fresh water. Also put a powerhead and heater in. Moniter levels, do water changes as needed until cured. Place in DT tank and VUALA!

Possibly. It depends on how much new ammonia is created by adding the new rock. To be safe, you could put the new rock in a plastic tub and let it cycle in there before you add it to your main tank.
Just put it in with a heater & powerhead with the proper saltwater mix and monitor the ammonia levels and do water changes as needed.
