Can I Put Liverocks In My Saltwater Tank With Out Power Heads And Lighting Or Do I Need That To Keep Them Alive

If its a new tank and your cycling and curing the live rock then yes. As long as you have something to move the water around.

you are going to need powerheads but not lighting, the water needs to be constantly circulating in order for it to cure.
