how big of a tank and how old is it? also what are you planning to put in it (or already have), just fish or corals?
the only blind advice i can give at the moment is DON'T use tap water.

I bought one of those little vacuum tubing things at the LFS. Once a week, I vacuum out about 10% of the water into a bucket. I mix my new saltwater in another bucket and slowly scoop it into the aquarium. I hold a plate just below the surface and pour the water onto it. That keeps the water from stirring everything up as much. (I've learned that my water is on the acidic side, so I add a small amount of buffer to the water when I'm mixing in the salt.) I use distilled water from Walmart.

I Have A 25 Gal Tank I'm Just Starting To Set Up My Tank Just Doing A Littile Research On How To Change The Water And When Do I Know It Needs To Be Changed

If you just change a little bit (10%) every week, you don't ever have to change it all out...
