advice needed with algae and goby!!!

I have green/brown algae taking over my tank!
I also just purchased a Longfin Sleeper Goby and he doesnt seem to be doing much!
I've had him for about 3 days now, and all he does is sit in one spot.
As for the algae, It's covering most of my rock and most of my snails.
It's also on the sand.

-1 percula clown
-2 damsels
-1 longfin sleeper goby
-1 coral banded shrimp
-1 pencil urchin
-5 turbo snails
-5 asteria snails
Calcium:440
KH:196.9
Phosphate:0.25
Nit:5.0
I'm testing with an AP (Aquarium Pharmaceuticals) reef test kit.
I have about 40 lbs of LR and 40 lbs of LS.
-lights stay on for about 12 hrs a day. I keep the white(65watts) and the blue(50watts) on at the same time, all day.
If anyone knows whats causing this, please let me know. It would be greatly apprecrated!

My Blue Spiney Losbter is finally after 3 weeks starting to come out in the day,, He comes out to feed and cruise around, by far the coolest looking critter in the tank. Eats everything you can imagine, I bet if i threw a steak in there he would eat that too! ONE THING THOUGH, i think i have a few TOOOO many extra hermit and snail shells around. I hope hes not helping himself to them,, poor little guys!! lol

about a month, but it's used. will the alage go away? or do I need to clean it?

ya so its probably at the end of cycling so it will go away, just do water changes, and dont over feed and only leave lights on 8-9 hours a day
