I have a green star polyp frag that I put in my tank about 2 weeks ago. They are out and seem to be doing fine. Here is my dilemma, I have them in a low flow part of my tank and I have read they need high flow.

Do I move them to high flow area or leave them be?

Can you adjust your flow? That would be ideal. If not then if it were me I would take the risk and move them.

The problem isn't the day to day flow. It's that every once in a while they will close up just prior to a significant growth spurt. If stuff settles on them while they are closed up then they seem to have difficulty opening back up (various theories) and the entire colony is at risk.

I recently moved a fairly large colony from a high flow area to a low flow area on the end of my tank, and I believe I'm seeing better polyp extension in the calmer area. Too much flow and they'll stay retracted. Too little flow, and as Bang mentioned, stuff will settle on them... which they don't particularly like. As long as there's enough flow to make them sway and the mat stays clean, they should be fine.
