Alkalinity?

I tested my alkalinity today, (using fastest kit, by Aquarium Systems) The test came out at 4.5 Is this an OK result?

If im not mistaken, ideally you want something between 2.9 and 3.6. Ive tried to find out if high alkalinity isbad but apparently, the only problem with high alkalinity is that modifying your PH will be more difficult since high alkalinity = high buffer capacity.
(note: im new to this too, but thats what ive understood about alk so far. I could be VERY VERY wrong tho. but not sure... just tryin to help out ^__^)

I have no idea... Id like to think water changes is the answer... but im not sure... hopefully someone with more experience can help us out ^__^

Calcium is at 420, the tank cycled with tapwater, It's been a couple monthe since the cycle and I been doing water changed with R/O water now. If that has anything to do with it. I'm having a huge brown algea outbreak also, don't know if it's all connected.
