Keep feeding the tank, it seems as if your spike was either nonexistent or happened so quickly, it as over before you tested. Go slow on fish as this is your first tank, don't rush into something, it looks like you're doing a fine job at that. Your stocklist looks okay...but your cuc is lacking and as you already said you are going to wait to add to it when the tank needs it. That's a good idea
Bicolors are neat and sometimes you can get away with them and not have coral loss, so good luck in that department, I hope you don't have to return him. I'd say that after you get that initial cuc, go for the 2 percs and yes you can/should get them at the same time. Keep researching, you're doing fine. If you have any more questions start a new thread
