Your danger is this. Most smaller tanks have hang on filters and power heads. Anemonies tend to get stuck in these intakes. In smaller tanks like this it becomes more critical to maintain the water quality, spikes in ammonia could send an anemones' health spiraling down fast. Its death could pollute the whole tank in a hurry.
The lighting on smaller tanks winds up costing more than much of your other equipment combined, and you would need good lighting like VHO or PC at least for an anemone IMO.
Personally I wouldn't even do it in a 20 gallon tank. Not to say that many have not tried.
Given the dismal survival rate of anemonies any way I would say that the larger the tank and the higher the water quality then the better your chances of sucess.
