Anemone?

Does a condy anemone (or pink haitian tip) have to be on top of a rock, or can it be on the bottom in the sand? I know some anemones like to be on rock and some on sand, but with all the reading i have done, I have received mixed answers.

I have a pink haitian condy and when I first got him I put him mid level, now he's climbed up all the way to the top of my tank:

Aha so they can climb.....So do you think that on top of rock is best????

I guess the top, but if you anemone doesn't like the top it can easily climb itself to anywhere that suits it.
