Not for an extended period of time. They are canibals and soon, you'll have one Angler.
If you're planning on keeping 2, together, I'd suggest moving up to a 40 - 45 gal. or so. That way, you can keep 2 full sized specimens.
Make sure you get 2 of the same species or 2 that look alot alike...and make sure they're the same size.

I highly agree with AW2. You could do 1 angler in that tank but i would say that your tank would be boring with only one fish in it. Go up to a 40-45gal and get 2 of them (make sure they are the same size and same species when you get them, and like AW2 said THEY ARE CANIBLES! Since you wont really be able to put any other fish in the tank i would do some corals
