many people will say yes, but......
I do not use one, my nitrates are always<20, and am trying to get them lower for coral additions, skimmers just remove the gunk frome the water for you, creating a greater margin of error for you to roam within
tehre many successful reefs that have none, just like sw, skimmerless, is almost getting to be a new hobby by itself
IF you do not get one, you must go REAL slow with socking, do NOT over feed, and keep a CLOSE eye on your water quality
IMO beginners probably shoud have one, but with extreme caution, could probably manage without, just do not hurry your system, especially corals, plan on several months before adding any corals, maybe longer

IMO, Remoras, Bakpaks or turbofloaters, are good hang ons for you size system, tehy can be slightly costly, but may come in handy
What is your preference on lr?
I am assuming you mean cured vs. uncured,
if this is the case, I only buy cured, uncured will eventually cure, but if you have your system running, you definitely do NOT want to add uncured to your system
If you mean, Fiji or tonga or soon,
Fiji is the most popular, therefore easier to find and less costly, differrent types(areas) have different densities, therefor you may need less of one type than another
Another note on cured, by curing the rock, not only can it go in your tank sooner, but some places even take the time to remove unwanteds, ie. mantis shrimp or whatever, I only buy locally now, because they place I get mine dos this, and I can add it right to my tank without problems, it is a little mor costly than MO, but IMO worth it
If you MO, it is all pretty much the same, most fiji MO comes through waltsmith, so it is the same rock, the only thing I do not like about MO personally is you should cure it even if it claims to be cured, but you will have die off in shipping, and at the lfs, you can pick your pieces, often with MO, you will wind up with small pieces, I was able to puchase 26-27 lb pieces with shape I really liked and he even had larger and smaller both available, MO often you wind up with smaller than fist size pieces and it doesn't quite add up to 45 lbs(ours was @35lbs, to guess), after you clean it and throw out the wrapping and rubble in the box
but these are only my opinions

oh yeah, the skimmer won't hurt one bit, but if I were going fowlr, and was looking at budget, IMO, I would probably try without, just make sure to stock slowly, and have a plan ready to execute if you feel you may need one in a hurry, and don't be too paranoid about your nitrates, just keep a close eye on them, with fo, 20 30 or 40 really isn't high, the fish would survive if they aren't too delicate of a species, you can even go higher with some cautionthe big thing is with inverts, esp. coral or anemones they are very very sensitive to nitrates you want to target and maintain 0 or very near 0 at all times
good luck

I would say go ahead and get a skimmer. They can't hurt, and most definately help removing waste from the water. It will make life a lot easier on you and your tank inhabitants.
