I can't tell from the pic. It could be anything from a Pest Anemone to a Caribbean Mushroom.
If you can't get a closer pic can you write some details about appearance and behavior?

brown/clear bubbles on the end of the tenacles does not seen too do much of anything

That's a very big clue. Probably an Anemone. Anything else it does?

by the way you described it, I would have to say it might be a rock anemone... though, I could definately be wrong.
