Another newbie question

Wow! So far, this is a great site to browse through - it'll keep me busy and learning.
My 33-gallon has been set up for three weeks now. I have sand and base rock at the moment and am cycling with cocktail shrimp. My readings seem to be progressing well with one exception - I can't seem to get my specific gravity to change at all. It's at 1.020 and I can't seem to get it to budge no matter what! I've got a power head and a HOB filter runnning to keep the water circulating so I'm pretty sure the salt is circulating. I do seem to have a lot of evaporation - about 2 quarts a day- but that should make my water more "salty"!
Since last week I also see a lot of light tan film on my equipment and glass - is this the brown algae that everyone speaks about? And, if it is, can I put in some snails to take care of it? Or should I wait for that (ammonia is still a little high).
And, lastly (if you've held on this long - thanks) - when I stirred up the water a bit trying to see what the tan film felt like, I ended up with a lot of whitish/tannish floaty things in the water - any idea what they may be?

Hi Kathy :) The tannish algae sounds like Cyanobacter. It should diminish shortly after your cycle. If you think it's too ugly there's no harm in siphoning it out.
If you're evaporating water and your Specific Gravity isn't changing I suspect your hydrometer might not have been completely seasoned before you started using it. It's fine for now so don't worry too much but you might want to take a water sample and get a second opinion. Remember that you have to take temperature into consideration too.
I'd wait on the snails until your Ammonia and Nitrites are zero.
