Any idea what this is?

I just rescued a 55 Gallon saltwaer setup with wet/dry pump. Tank walls you caould see through cover in black algae. Rocks where covered as well. Didn't even think anything was alive inside but, there was 5 hermits crabs and two fish. One is a dansel i believe and the other in this picture is? Possibly Blenny? I can't find a picture of a similar fish with the simae face. He has short horns or hair on his head.
He has full fins but pretty much keeps his butt on the bottom of the tank when he swims around he can and does swim but, usally just drags his butt as he swim around.

I do not know if it’s a damsel but I believe the other fish is the very rare dragatus buttatush. Can you post a video of him?

Not a hawkfish, for sure (if you check the dorsal fin closely, I doubt you'll find the little "branches" typical of hawkfish sp. (check the dorsal in this photo and you'll see what I mean: https://www.saltwaterfish.com/Lyretail-Hawkfish_p_865.html ). It's hard to see your photo because of the flash. Can you shoot one without it or at least angle the shot so the flash isn't rebounding directly into the lens? A head shot would be great as well.
Just by shape, the fish could be related to the blennies, or possibly similar to a toadfish (not a toady tho).

I have took pictues and videos into local fish stores. I'm gettting told appears to be a type of blenny hybird.
I fed them shrimp yesterday and he is difinitely not boyant. He would fight to swim up to run down a shrimp a couple times. And fall back down to the bottom. This guy can not hover I will tell you that.
