Looks Loki diatoms. Is this a mew tank. If so it is normal. They tend to be worse if you use tap water.

I just bought it 2 weeks ago and moved it. It had been established for 4 years. I used tap water to fill because he had moved the livestock into his brothers tank before selling.

Tap water is never good to use. It is full of things that are detrimental to sea life. One of those is silicates which are necessary for diatoms. It also tends to have nitrates and phosphates from agriculture run off. Both of those contribute to algae.
A Reverse osmosis/ deionized water (RO/DI) system is a good investment. You can buy RO water at Walmart for 37 cents a gallon as wells as most grocery stores at self fill stations. Many fish stores sell RO/DI water.
