i have the same fitting for return into my tank. Those balls clip together and the other piece is used to diffuse the water into the tank
so let me get this straight sorry im new to the scene those things connect to the power heads?? Is it a design aspect to make the water flow diff? And the tube ??? Is there any way I can get the water to flow without sucking on a tube to make it go

those balls clip together to make a flexible tube, Kinda like one of those bendy straws.
They are called loc line tubing. They are for your return water line. They snap together and allow you to direct the water in whatever direction you choose. Do a search og Yahoo or Google for loc line for better pictures and or explanation.

you can put your siphon tube up against a powerhead to start the flow. Pull it away and the siphon will keep flowing
