is there any type of eel that could fit in a 14 gal biocube, It would be the only inhabitant?

Yes, and good luck putting anything else in the tank with it. Aren't a whole lot of hiding places after that.
I wouldn't put an eel in a 14, it's just not enough room for them.

if you wanted alot of sand you could do some garden eels,,,,other than that and the dwarf (which would even outgrow the 14g,,,) those are your short time limited choices....
