The best filter that you can have for a SW tank is LR, LS, and good water flow combined with a good quality skimmer. the hang on filters really dont do a lot for SW tanks the continuous running of carbon can cause disease like HLLE and the pads will trap detirous casue a nitrate buildup also by changeing the filter pads you can disrupt the bacertia levels and cause a secondary cycle which leaves the stock in the tank at risk for ammonia and nitrites.

I think if you change the carbon every two weeks and dont constantlly keep the same filter cartridge in the filter youll be good. As for the surface aggitation I would point a powerhead at the surface on the opposite side you have the filter. Just to be safe. What other equiptment are you going to have for your tank?

I have never heard that carbon can cause HLLE, not that I don’t believe you, but I would like to know if anyone else agrees with this??
I had a little experience with HLLE 2 years ago. I have a yellow tang and it developed HLLE in the first few month I had him. He turned almost white, had red spots and lost a chunk out of its dorsal. Turned out I had like 12v stray currant in the tank, after installing a grounding rod, the tang recovered fully. He is now bright yellow, and nice and plump from eating good. I still have him and he is doing great. I run carbon all the time in my penguin power filter.

Possible Causes
There are many "theories" as to why this disease occurs, but there seems to be no single definitive answer that can be pinpointed or solely connected to it. Many of the contributing theories include stray voltage in the aquarium, poor water quality and environmental conditions, high nitrate levels, lack of vitamins and poor nutrition, stress, parasitic infestation (a protozoan, Octomita necatrix), using carbon, and that some fish may just be genetically pre-disposed to this disease condition, such as Tangs & Surgeonfishes (refer to sixth discussion down).
with carbon it will only hold so much stuff before it will start to release it back causing water quality to go down rapidly. in essence its no the carbon per say but its what happens when it is left in for a long period of time so it is a secondary cause of it. If that makes sense.

that makes alot more sense

Since I had a bout of HLLE on my emperor angel several months ago, I have done a lot of reading about this disease. There are many claimed causes of HLLE including, of course, carbon. However, I cannot find any authoritative publications that demonstrate this to be true. I strongly suspect that HLLE is a symptom of any one of a number of problems, including carbon, stray voltage, etc. That is, all of the claims may be true under a particular set of circumstances. I "cured" the HLLE in my fish by making water changes and adding additional vitamins to its food. I already had a grounding probe in the tank, and didn't use carbon. The fish got better, but I can't really claim that anything I did caused the improvement. Physicians know well that most human diseases get better given time, and that probably also applies to fish.
All of that said, in response to your question that started this thread, I agree with MichaelTX - the best filter is ls and lr. I haven't used an additional filter in 15 years, and have had good success with FO and reef set ups.
