aquapod sponge filter placement?

I was kind of disappointed with the directions that came with the tank (aquapod 24) does the blue sponge filter need to be level with the top of the black backing or like a inch lower so the water can run through? also vertically from top to bottom were the sponge filters are there are black peices you can slide out to reveal more of the grid why? thanks

also what are the maccaroni looking things in the mesh bag ia am sure they are some kinda bio filtration? i have extra bioballs should i use the maccaroni things or bio balls?

I got my 24gal aquapod setup today and was confused anout the bio balls and the ceramic media that was in the bottom here is a set of instruction from current usa's site they are very different than the ones that can in the box.
