Are Blennies susceptible to ick??

yes they are susceptibal to ich, mandarin dragonettes are not.

Sorry should have added Saddle Valentini Puffer also. I have one in the same tank as the Blennies

yes those are also susceptible to ich, very few types of fishes arent. some eels are resistant to ich.

a valentini puffer was what released ich into my tank

I would consider any fish other than a mandarine to be able to host ich. What are your plans to treat this? If you need any help, please just ask.
