On that small of a tank, all you need is lighting, sand, live rock, and salt water. No need for a protein skimmer. Just do frequent water changes and be sure to keep it topped off.

they do make skimmers that arent hang on. i got one at my lfs and it worked wonderfully in my 15g minni reef/hospital. it acually sits inside of the tank and you use an air pump with a bubble stone inside of it. i do get gook in the cup so i guess its working!

Live rock and sand for filtration. A small power head to provide current and a small heater. Some power compacts would also do well over that tank.
Be warned, tanks that small are more difficult to maintain.. Not impossible for the begineer but very difficult and need constant monitoring.
Good Luck
