How to Start Cycling?

I heard that we should not use fish to start the cycling of a new tank. What should we use? We have some cured live rock and live sand in the tank for almost a week. The water was tested twice:
Temp 81.6 and 83.0
pH 7.8/8.0
Alk high
NO2 - 0
NO3 - 0
NH3/NH4 - 0
I can see a couple of tiny feather dusters. What can I add to start the cycling? How long should I wait to test the water again? Do I need to have a water change now? What do I need to feed the LR?

I began my cycle with live rock and flake fish food, two times a day....and be generous with the food. This leftover food laying around the tank will rot and produce ammonia to start your cycle.
Good luck!~
