It's glass, supported by an egg-crate frame and plastic ties.
BTLD is exactly right - these guys are amazing mimics that change color wildly - and having the brightly colored perches and backing brings out the best in them. Flower, I actually first started using colored glass with Kuda seahorses to bring their colors out - one of the males that arrived black turned into an intense yellow with the glass (and would change back from yellow to black and then back in a matter of minutes while mating). It's definitely not a traditional look, but you can do a lot of cool things with it.
