ok I'm just warning you. Skipping out on and him paying for it. Even if he says it is ok. Has the potential to be a big problem... (depending on how he feels about the car to begin with)

personally... i'd call the cops and tell them what happened. you never know if that person calls them later and said they were rear ended and YOU drove off... cops don't report stuff to the insurance companies in all the states, i know they don't in CT.
i knocked over someone's mailbox, went back after work to replace it and could not find a knocked over mail box. i went to the police department and told them that if someone calls in that i was the person and to have the owner call me. i never got the call, but had someone seen me knock over the mailbox and drive off and report it themselves, it's considered a hit and run. nothing ever came from it, but it's better than the "what if" going through the head.

Negative...If the bumper is too much for you to fix without insurance, then just call the insurance co. and tell them you hit a tree in your front yard. Payout will be the same, and they won't go digging looking for police reports that don't exists. You already left the scene (which, don't worry, if damages are under $500, most states don't require you to call the Police...but they do require you to exchange info. and report it to your ins. co.).
As far as the other car that left, you are correct, he either had no insurance, or more likely he had no green card, or was intoxicated, so whatever his/her damage, it was in their best interest to get the heck out of dodge.
Hit a tree?? Wow never heard of insurance fraud as being a good idea
Regardless if you rear end another car, or "hit a tree" your insurance company will have to pay for the damage, and will likely adjust your premiums accordingly. However most insurance companies won't accept a crash damage claim (1 or more vehicle's involved) without a police report. (another bad place for the tree story).
If your state requires reporting for significant damage you usually have 24 hrs o some timeframe in which to make a report. Failing to do so can subject your drivers license to being suspended should you fail to report in time (varies by state).
The fact that the other driver left the scene doesn't really matter if your required to report, the only difference is your insurance company won't have to pay to fix the truck.
Good luck

Don't report it.
Cops don't have time to even bother following up something minor like this, and if they did, you just play the ignorance card! Besides, its unlikely someone would report it even if they saw it...most americans are too selfish to care about what's going on around them.
