Ballast Question

I just posted this question under Newbie and realized it probably belonged in this forum.
I need someone to tell me if I just fried my icecap ballast. I didn't realize I had the plug actually plugged into an outlet when I connected my ballast to the wiring. The ballast sparked when I connected them and now my lights will not work. Do I just need to let things rest and try again or did I just ruin a ballast?

Trying again may be the only answer. If nothing happens, check the fuse, light, adn breaker. Other than that, you may be screwed, but I am not an electrician.
