I once had a similar question here.Base rock is usually some sort of live rock with no noticeable stuff growing on it.It can also be dead rock introduced into a system with live rock in it to get it to become "live" over time. For this reason it is usually cheaper. It is a good way to save a little money and build up your reef in the tank.Use it for what it is intended for,and place better stuff on top.Eventually it will look much better.Hope this helps!

I use lace rock for my base rock. I get it at LFS for $1.50 lb. I have had it in my tanks for 2 yrs with no problems yet.

There are different types of base rock, the basic three are:
The most prefered is aragonite, which is calcium carbonate based rock. This was rock that was at one time in the ocean even if it was last year or hundreds of years ago. It is usually white to tan and a very hard to medium hard rock which coralline grows very well on.
Tufa Rock is also a choice that is normally tan to brown. Tufa rock was formed by geothermal waters rich in minerals though most of it is reef safe some may not be. It ranges from hard to soft and coralline grows very well on it.
Lava this is a rock that needs to be tested before addition to an aquarium, it can contain many minerals in it. It is black to brown to red in color and can be very hard to almost glass like, coralline can grow well on these rocks. But I would use with caution.

Thomas left off another type of base rock - homemade rock. Using portland cement and southdown/aragonite sand you mix up your own rocks ....
I have a bunch of the homemade stuff I am currently culturing to become live and I also use the HI rock that javatech mentioned above.
