Basic Filter Questions

I am thinking of doing a saltwater tank as a reef tank. Wondering what would be good for a filter and skimmer. The tank is 38g.

If you can't afford to have a sump, I would go with a filter that has low maintenance(eg. fluval 404). I picked fluval cause its cheap, lots of filtration, and easy to maintain. However if you have alot of LR and LS, then you wouldnt need a huge filter. As for a skimmer I would go with hang-on venturi style, low maintenance and effective(eg. prism). But their are other products out in the market if this can't work with you.

Would the Fluval 204 be ok? Or should I go larger up to the 304 or 404?

I was also wondering if someone could post the basic necessities for a FOWLR tank.
