ok , I found a brand new JBJ Nano 24 gallon for 220 plus ship... is that the as good as it is going to get?

If you want to get it all in one. I know the LFS here has them around that price with everything including LR/LS a couple fish and a couple coral.
Check out craigs list and the big

place on line. I got my 240gal from a couple down sizing for 1500.00 That was with stand, sump/fuge, plumbing,hood, cheap lights, pump, dries rock(300#'s), cc, 2 heaters, 2 timmers, nets, and several other things.
Just look around and price at different places.
