Beneficial Bacteria Question

My boyfriend is away and I was recently doing his monthly maintenance on his filter (fluval 304) and the bio rings that are included in the filtration media had all of this brown gunk on them. Is this the beneficial bacteria that is supposed to grow on them, or is it just fish crap that has made its way through the foam and carbon bags and has been left there? His fish seem a little ill and hopefully he won't have to go through a re-cycle. Has anyone had any experience with this or a similar type of filter? Did I just wash away what has been keeping his tank in tact, or was that just fish poop?

They are not swimming in a normal looking pattern.....just kind of floating on a vertical angle and are faded looking. Thanks
