Should the bubbles near the top be overflowing into the collection cup or should they be almost to the top but not overflowing????

the skimmer should have enough water so the bubbles should flow into the collection cup after a period of time ,but the foam should be dry and not bursting with water,if this is a new install start out with water level 2 inch form top of tube before the collection cup

the bubles in the center part of skimmer should be overflowing into the cup when it is realy workin good you will get a little slime in the top cup thru the screen and the holes. the trick is to get the most bubles without filling the cup with water. green slime water that stinks is good,not clearish green water
if that helps it is kinda hard to explain but if you are getting a dark green stinky water in cup it is working fine

when i got my berlin h.o. setup, i left the adjusting screw in the wide open position. BAD DEAL!!!! the skimmer cup overflowed and poured water on to the powerstrip and shorted out the strip and almost started a fire.
make sure you adjust the valve into a low flow position until the skimmer is well broken in.

thanks guys, this is not a new skimmer i bought it used.
So what you are saying is that bubbles should be overflowing into the collection cup, and the water should be slimy green???

yes slimy green if the cup fills to fast like in 24 hours and water is not dark green and stinky then the air is to high if you get nothing in the cup it is down to low or your organics in tank are low
