It is biological filtration. The biowheel or rather the bacteria on the biowheel assists in breaking down amonia and nitrites and actually would facilitate in the creation of nitrates. The bacteria that breaks down nitrates needs oxygen free water. Difference of aerobic and anaerobic bateria.

live rock does the same thing as a bio-wheel.
i use a bio-wheel filter on my 29gal just for oxygen exchange, and I also have live rock.
I have to make sure my water level is always high enough so the bio-wheel doesn't create bubbles.

The bio-wheel does fall under biological filtration, the removal of nitrates is also biological filtration but can also fall under chimichal filtration. The bio-weel as said before it helps in providing a surface were the nitrifying bacteria can colonize. As mentioned before the live rock can also provide the tank with this bacteria. The bio-wheel however might have a better chance to allow the bacteria to colonize as the water is always continously passing trough the wheel. The wheel is not neccesary nor required. If you cycled your tank with one, I would bet it will become a major part in your nitrifying proccess, thus I would not want to remove it or disturb it too much. If you cycled with out one, than it might be better not to add one.
