Blue Hippo Tang needs help - lymphocystis or ich?

I don't have that expensive device. So, I just use that floating one (also a themometer), not string arm.
When I go home later tonight, I will take apic or video for that yellow tank.
So, should I increase the salinity gradually back to normal now?

When is the last time you have seen white spots on fish?
Can you get a refractometer?
 
Last time was perhaps 4 days ago, on the scopas tang; just around 2 very small I obvious spots. I don't see any white spots now. I think if I stir the sand bed (like I did around one week ago when I did 25 gallon water change), white spots may appear again.
Not really be able to find a refractometer. Don't wish to spend on it.

If you were stirring the sand, it could have been sand on the fish. After 17 weeks, its time to raise salinity. Floating hydrometers are not as accurate as the refractometer, so if your fish get ich again, then I think you are out of choices for treating within your display tank.
 
I think those past white spots on the scopas tang was not really sand.
Could those rocks/sand make the ich stay alive even under the salinity of 1.009 for a long time, like 17 weeks?
So, whether there is still ich or not in the main tank, I should raise the salinity at this point, correct? I think if the ich (if any) become serious, I should put all fishes to the hospital tank later on. I have one (20 gallons) set up in the basemen for the same 17 weeks period of time already.
I have just switched on the white light in order to take video for the yellow tang. Now, I see those dirt on it are not really black in color. It appears to be red, like ruins. This yellow tang fight with the scopas tang all day long, for a few months already. There was no such red stuff before but lately this yellow tang has it (it has larger size than the scopas tang). What I worry is its lost of eye sight. It find it difficult to catch food. Why would this happen?

That is a nice looking YT, but he won't last long if he's fighting with another tang. I'd suggest pulling one of them out and placing them in the QT, then find a new home for the one in QT. Remember that QT salinity must be the same as the tank that you remove the fish from.
If you hare not getting a good salinity/specific gravity reading using the hydrometer, then ich would still be in the tank (not because of rocks and sand).
Go ahead a raise the salinity over the course of 5 days or so, then lets see what happens.
 
The two tangs are still here...They do not fight as rigorous as before but still have some issue...They are both eating well and very active...For the scopus tang, I have kept it for already 1 year and 4 months. For the yellow tang, don't quite remember and I guess it is around 11 months. Both of them are survivors from two ick storm ^_^
