I've never heard anything resembling that about fish liking blue light at certain times of day. I think someone was pulling your leg.

forget about the morning , what about at night after the 8-9 hours of light , i heard blue light makes it look like moon light and relive them from stress !

It can look very nice IMO with actinics on in the evening. It may do something for fish stress but I've never noticed anything.

Perhaps you're refering to the study of blue light reducing stress in a Nile River fish called Talapia?

in what river ??? where ???
The Nile? It's in Egypt. I did a little searching around on this subject and there isn't much out there on this topic that I could find other than a couple of studies done on a few types of freshwater fish. Mainly those that are kept for breeding and propogating purposes. I didn't find anything really claiming one thing or another in regaurds to blue light reducing stress in tropical fish. Not to say that no data exists...I just haven't found it yet if it does.
