i have been searching for tanks online and found a 200 gallon long that is 10', could i be able to keep 2 rays and a cat shark
what would you sugest stocking it with

A 200gal. that is 10' long is going to be shallow and short...neither of which will work for rays and sharks.
You need to decide exactly what species you're wanting to keep and then build the tank around that species...not the other way around.

people keep rays in 180 all day long why would a ten ft long tank be not ok its not to short its 10 ft long

Just because they do it doesnt mean it's right. You hear of people keeping Yellow Tangs and Porc. Puffers in 30 gal. tanks...this is the same difference.
Let's say the 10' long tank is only 18" front to back. How is a 40" Cat Shark going to be able to turn around? Sure, it'll enjoy the 10' length, but not if it cant turn around. There arent too many rays, available in this hobby, that are gonna stay smaller than 18" round, either.
Even if the tank happens to be 24" front to back, that's still not good enough.

i agree,, one of the most important things for keeping sharks and rays is a tank with width! yes you always want the longest tank possible but the wider the tank the more comfortable
