Things that kill Cleaner Shrimp Larvae:
Bumping into any object.
Lack of appropriately sized food.
Lack of highly nutritional food.
Lack of water circulation.
Lack of clean water.
Hydriods.
Amphipods.
Algae.
Go to google.com and type in breeding cleaner shrimp and a lot of articles will come up. I have a cleaner with eggs right now and was reading up on it. I do not plan on any making it. But I am going to try. I got a breeder net tank to put in my main tank and try to get some to make it.
