No. They will fight. Clownfish don't need anemones to breed. Getting a small 20g tank with some filtration and a skimmer,... doesn't require any sand, any rock... just 3 ceramic tiles and a pair of fish. It takes a proper diet too... which you will learn if you read a good book.
