Yes, they can grow to 24 inches even in captivity. R/O water is the best water to use, distilled is second choice but acceptable.
As far as shimps, snails and crabs go it will depend on the size of your tank. Another website sells a complete cleaning crew in the following packages for the following size tanks:
30 gallon aquariums: 8 scarlet crabs, 15 zebra reef hermits & 15 margarita snails
55 gallon aquariums: 14 scarlet hermit crabs, 27 zebra reef hermits & 38 margarita snails
90 gallon aquariums: 23 scarlet hermit crabs, 45 zebra reef hermits & 45 margarita snails
120 gallon aquariums: 30 scarlets, 60 zebra reef hermits & 60 margarita snails
180 gallon aquariums: 45 scarlets, 90 zebra reef hermits & 90 margarita snails
Then you have the sand sifter packages that include starfish if you want them as well. Some people may think this is overkill or not enough, but my personal opinion is if you have a good strong cleaning crew you are going to have less manual maintenance you have to do personally.
I did pull this information off another website for you to use as a guide only. I prefer to buy from my LFS or to buy from this website as this company is kind enough to sponsor this community for us to gather.
