brown tank water

I've brown cloudy water in my 75g and don't know what to do about it. I think it's due to diatoms, and I'm doing 15g water changes every 3 days or so, to no avail. The problem has been going on for about a month. & the only thing I remember adding before the explosion is a piece of live rock.
Any suggestions?
My parameters are as follows, sal = 35ppt, KH = 7 (working on raising it), ph = 8.6 (working on lowering it), calcium = about 450, ammonia = 0, nitrate = between 12 & 20, temp = ~77F. Powerheads = 2 maxijet 900s at diagonal opposites. Light cycle = 9a-3p daylights with an hour on either side for the actinics, and about 3 hours of the lunar lights in the middle of "nighttime." The lights are pretty new; got replaced & upgraded in March.
Bio-load: sea urchin, snapping shrimp, ~12 marsh minnows, 5 hermits, 3 brittlestars, diminishing population of flatworms ( )
Filtration/skimming: HOB Aquaclear, & Prizm.
Tank age: about 18mos minimum (I don't remember exactly when it got put together).

Have you cleaned any filters lately? Also, AquaClear makes a nice powerhead you can attach a floss filter to that REALLY clears your water up. Do a search on them.
I just changed the filter in my powerhead last night. It was REALLY dirty! Full of brown smelly juck... So without this filtered powerhead, this stuff would still be in my tank.

I changed the HOB filter yesterday for the second time in about 3 weeks. It's definitely pulling things out of the water.
